Washington negotiations focus on withdrawal, security and Hezbollah’s weapons

Israel and Lebanon have begun another round of negotiations in Washington as diplomatic efforts intensify to stabilize one of the Middle East’s most sensitive frontiers.

The talks are taking place following months of fighting between Israel and Hezbollah and amid broader diplomatic efforts involving Iran and the United States.

The negotiations represent an attempt to establish a more sustainable security arrangement along the Israel-Lebanon border.

Lebanon seeks Israeli withdrawal

Lebanese President Joseph Aoun has emphasized the importance of negotiations in securing a full Israeli withdrawal from Lebanese territory.

Beirut also faces the difficult task of strengthening state authority in southern Lebanon while managing the political and military influence of Hezbollah.

For the Lebanese government, any agreement will need to balance external security demands with domestic political stability.

Israel focuses on Hezbollah disarmament

Israel views Hezbollah’s military capabilities as the central security issue.

Israeli officials have argued that a long-term agreement cannot be achieved unless Hezbollah is disarmed or its ability to operate near Israel’s northern border is significantly restricted.

Hezbollah, however, strongly opposes efforts to remove its weapons and remains critical of direct negotiations between Lebanon and Israel.

These differences make a comprehensive agreement difficult.

Iran diplomacy changes the regional environment

The talks are also taking place as Washington and Tehran continue negotiations aimed at stabilizing the broader regional conflict.

Developments between Iran and the United States could have significant consequences for Lebanon because of Tehran’s long-standing relationship with Hezbollah.

A reduction in U.S.–Iran tensions could create additional space for negotiations between Israel and Lebanon.

At the same time, unresolved disagreements over Iran’s nuclear program and regional influence mean that the diplomatic environment remains fragile.

The Lebanon talks therefore represent both an opportunity and a test of whether the current wave of Middle Eastern diplomacy can produce lasting security arrangements.
